Here is some new information regarding Florida laws:

For Residential Pools the new law slated to take effect at the end of the year requires all new residentail swimming pools to use a variable-speed circulation pump instead of a single-speed pump. This law was passed in 2008 as part od an energy conservation bill. Variable-Speed pumps, if used the correct way consume 30 - 90 percent less electricity than a single-speed pump because it runs at a less intense level. This could mean savings of up to $1000 annually in electric bills of pool owners. Variable-Speed motors are likely to pay for their higher initial cost within their first two years of operation. Licensed pool contractors are the only people qualified and trained to conduct pool repairs including the wiring necessary for pool pumps. Please CONTACT US for more information.

As far as Commercial Pools go:

The Florida Legislature passed legislation requiring that all public pools or spas be equipped with anti-entrapment drain covers and a device on system that protects against entrapment. The law will continue
to allow gravity drainage but allows other options as well to be used for anit entrapment. Other options consist of safety vacuum release system, suction limiting vent with a tamper-resistant atmospheric opening or an automatic pump shut-off device; these must be installed by a licensed pool contractor as required by the legislation when it becomes law. On December 17, 2007 the Virginia Graeme Baker Pool and Spa Safety Act was signed in to law. This important safety law became effective in December 2008. Federal law requires that all public/commercial pools and spas switch to heavier and more durable drain grates. The law also requires that all direct suction pools be equipped with suction avoidance piping or devices such as an SVRS. The Virginia Graeme Baker Pool and Spa Safety Act is a current challenge for all pool owners, government officials, design engineers and contractors as the entire industry seeks answers on ways to comply.
